BuildSkills Australia has consulted with key stakeholders, who have confirmed that the current qualification does not adequately address advancements in technology or changes in operational practices and safety regulations.
This project will review CPC32920 Certificate III in Construction Crane Operations to ensure that the qualification, including units with licensing implications, reflects industry needs and defines industry-relevant, future-focused knowledge and skills that support adaptability in a changing industry environment.
Technical Committee
Technical Committee members will provide expert advice, informed by evidence and their educational and/or technical expertise, to support BuildSkills Australia in identifying potential impacts on learners and any implementation considerations.

The first Technical Committee meeting will be held in September 26. During the Training Product Development phase, up to four Technical Committee meetings may be held. Meetings will run for approximately two to four hours and will be conducted through a combination of face-to-face and online formats.
The first draft training products will be published on our website for public consultation and feedback in April 2027. In addition, two online public consultation sessions will be held.
From May 2027, the Technical Committee will reconvene to review feedback received through public consultation and undertake further revisions to the draft training products. At this stage, a decision will be made on whether additional consultation is required.
The final draft training products will be provided to Commonwealth and State/Territory Senior Responsible Officers in August 2027.
The training products are proposed to be finalised and submitted to the Assurance Body in September 2027. Following submission, implementation and promotion of the new training products will commence in December 2027.

BuildSkills Australia has established a consultation strategy that identifies key stakeholders and outlines the mechanisms for engaging with them throughout the development of training products. The strategy includes the management of public consultation activities and the review and consideration of feedback received on draft training products.
BuildSkills Australia uses a range of consultation methods, including in-person and virtual meetings, online surveys, focus groups, industry workshops, and feedback submitted through the website or via email.
