Various stakeholders from the Swimming Pool and Spa Industry have asked BuildSkills Australia to review the following qualifications:
The following observations have been made to BuildSkills by industry stakeholders:
- Both qualifications currently include superseded imported units of competency, and the Certificate IV contains deleted imported units of competency.
- Industry feedback indicates that the Certificate IV in Swimming Pool and Spa Service does not provide a vocational pathway leading to employment. This claim is supported by NCVER completion data, which reveals a sharp decline of completions from 2015, leading to zero completions in 2023.
- The Certificate III in Swimming Pool and Spa Service does not equip swimming pool and spa service and repair technicians with the necessary skills for both commercial and domestic service requirements.
The scope of this project is to review CPP31218 Certificate III in Swimming Pool and Spa Service and CPP41319 Certificate IV in Swimming Pool and Spa Service. The intention of the review is to produce qualifications and units of competency that are informed by industry needs and describe industry-relevant and future-oriented knowledge and skills that are adaptable to structural change.
BuildSkills is seeking applications for the Swimming Pool and Spa Service Technical Committee. Appointed members of the Technical Committee will leverage their expertise to provide technical advice to BuildSkills' project team. Additionally, they will assist with identifying other stakeholders to be included in the consultation strategy.
BuildSkills encourages applications from individuals who are subject matter experts in swimming pool and sap service, training system experts, representatives from relevant state and territory bodies, and Registered Training Organisations (RTOs). Applications will be evaluated based on individual merit, according to the information provided in each submission.

The first Technical Committee meeting will be held in August 2025. In the Training Product Development phase, there could be up to 4 Technical Committee meetings. Meetings will be for a duration of 2-4 hours and will be held through a combination of face-to-face and online formats.
In November 2025 the first draft training products will be published on our website for public consultation, and feedback. Further to this, there will be two (2) online public consultations.
From December 2025 the Technical Committee will be required to meet again, and conduct further revisions to the draft training products, based on the feedback received through public consultation.
The final draft training products will be sent to Commonwealth and State/Territory Senior Responsible Officers in March 2026.
The finalisation and submission of the training products to the Assurance Body is proposed to be made in April 2026. Subsequently, implementation and promotion of the new training products will commence in July 2026.

BuildSkills has established a consultation strategy that identifies key stakeholders and outlines mechanisms for engaging with them during the drafting of training products. This strategy includes the management of public consultations on the drafted products and the processing of feedback received.
The consultation methods employed by BuildSkills consist of in-person and virtual meetings, online surveys, focus groups, industry workshops, and feedback submitted through the website, or via email.
