The intention of this project is to review 28 units of competency to reflect modern work practices and new technologies. These units of competency are both core and elective units across the following civil construction qualifications.
- RII30920 Certificate III in Civil Construction
- RII30820 Certificate III in Civil Construction Plant Operations
- RII40720 Certificate IV in Civil Construction
Additionally, this project involves updating the imported units of competency that have been superseded across the three qualifications. Most of these units have equivalent current units, those that do not will be reviewed to assess whether the current units of competency are fit for purpose. BuildSkills Australia has commenced a Training Package Products Development and Endorsement Project (TPPDEPP) to review elements within the RII Resources and Infrastructure Industry Training Package (RII Training Package).
The Mining and Automotive Skills Alliance (AUSMASA) Jobs and Skills Council (JSC) has also commenced a TPPDEPP to review elements within the same training package.
Due to the unique nature of the RII Training Package being jointly shared between BuildSkills Australia and AUSMASA, TPPDEPP work on RII shared training products is undertaken through collaborative joint JSC projects.
The AUSMASA project focuses on qualifications and units of competency relevant to the mining sector, however some shared qualifications and units of competency relevant to the built environment are also in the project scope. Specifically, the AUSMASA Project includes six units of competency that are part of the widely used Certificates in Civil Construction.
BuildSkills Civil Construction Review Project will jointly review the six civil construction related units of competency within the AUSMASA project, and additionally another six units that are designated as JSC co-responsibility units.
BuildSkills and AUSMASA will work jointly using collaborative approaches to ensure the civil construction and mining sectors views are heard and considered in any training product outcomes.

BuildSkills is seeking applications for the RII Civil Construction Review Technical Committee. Appointed members of the Technical Committee will leverage their expertise to provide technical advice to the BuildSkills project team. Additionally, they will assist with identifying other stakeholders to be included in the consultation strategy.
BuildSkills encourages applications from individuals who are subject matter experts in civil construction, training system experts, and representatives from state and territory bodies with expertise in civil construction and Registered Training Organisations (RTOs) who deliver the relevant RII qualifications. Applications will be evaluated based on individual merit, according to the information provided in each submission.

The first Technical Committee meeting will be held in February 2025. In the Training Product Development phase, there could be up to 6 Technical Committee Meetings, meetings will be for a duration of 2-4 hours and a will be held through a combination of face to face and online.
In July 2026 the first draft training product will be published on our website for public consultation, and feedback. Further to this, in July and August 2025 there will be 2 online public consultations.
From October 2025 the Technical Committee will be required to meet again, and conduct further revisions to the draft training products, based on the feedback received through the public consultation.
The final draft training product will be sent to our Commonwealth and State/Territory Senior Responsible Officers in January 2026.
The finalisation and submission of the training product will be made to the Assurance Body is proposed to be made in April 2026. With our implementation and promotion of the new training product commencing in May 2026.

BuildSkills has established a consultation strategy that identifies key stakeholders and outlines mechanisms for engaging with them during the drafting of training products. This strategy includes the management of public consultations on the drafted products and the processing of feedback received.
The consultation methods employed by BuildSkills consist of in-person and virtual meetings, online surveys, focus groups, industry workshops, and feedback submitted through the website, or via email.
