Industry has informed BuildSkills Australia that the current entry requirements within the following skill sets create unnecessary barriers to progression, limiting workforce development and accessibility — particularly across regional and remote communities. These constraints are impacting both the ability of existing workers to transition under the Temporary Traffic Management (TTM) framework and the broader capacity of the sector to meet demand.
The intention of this minor project is to review the skill set requirements and entry requirements for each of the skill sets.

BuildSkills proposes a targeted engagement strategy with key stakeholders, with a particular focus on those States and Territories that currently regulate or deliver aspects of the Temporary Traffic Management (TTM) Framework.
To ensure broad and meaningful participation, engagement will be undertaken using a variety of methods designed to gather practical, experience‑based input that will directly inform and shape project outcomes. The proposed mechanisms include:
- Online feedback forms to support broad and accessible participation.
- Targeted one‑on‑one discussions with stakeholders who hold key regulatory, operational, or subject‑matter expertise.
- Facilitated webinars to enable open dialogue and collective exploration of issues or opportunities for change.
- Small focus groups coordinated as required to explore specific issues in greater depth or to test potential approaches.
Engagement activities are scheduled to occur across February and March, enabling the project team to collect comprehensive perspectives across the intention of this minor project.
All feedback will be analysed and considered towards the drafted training products. Final drafts will be returned to stakeholders for validation and further review between March and April, ensuring transparency, iterative refinement, and shared ownership of the final outcomes.
